Vincent Carroll makes the point in his comments about the river access bill working its way through the Colorado legislature that the bill creates as many uncertainties as it hopes to fix; that it creates rights for some, professional river guides, while taking them from others, property owners along the shore.
Vincent is clearly as knowledgeable regarding the making of laws as he is on their inevitable imperfection.
There was an ideal state that flowered back in 1858, before we tried to fix things here
